Most, if not nearly all businesses require someone to fill out their applications online. A small few still have kiosks in the buildings for that purpose, but I know my son was sent home to fill out an application online when he first started looking for work.

There's always the library, assuming that the banks of computers aren't full or the pandemic hasn't closed buildings. Of course, you'll also need a library card. The last time I filled one out, I had to provide a permanent residence. I'm not sure how that would work for someone without one.

I also think (but I'm not entirely sure, so please forgive the speculation) that homeless people are utilizing cell phones in lieu of a physical address--where /someone/ can actually find them in some way.

I get your point, though. People are able to find workarounds--but I suspect that the requirement for internet connection will worsen after all the WFH due to the pandemic.
